Task Force Team for Eliminating Childcare Waiting Lists
Prime Minister Naoto Kan attended the fourth meeting of the Task Force Team for Eliminating Childcare Waiting Lists at the Prime Minister's Office. The Prime Minister received from Ms. Tomiko Okazaki, Minister of State for Social Affairs and Gender Equality, "An Anticipatory Project for Unified National and Regional Government Elimination of Childcare Waiting Lists."
Upon the receipt of the project, Prime Minister Kan delivered an address,
saying, "The examination of the theme started with a question people naturally
have -- why childcare waiting lists keep growing despite a great demand that
is so obvious to everyone.
After conducting various analyses, we have identified a number of causes. For example, there are not enough childcare facilities, so we decide to increase the number of childcare facilities. Then, more and more people start to look to use their services, which again creates a shortage of childcare services. Each step has been made only after the demand was created.
This has been named as an Anticipatory Project, and I think it has been put together in a highly implementable manner."
