今後我が国が目指すべき低炭素社会の姿を具体的にわかりやすく示すため、温室効果ガスの大幅な削減など高い目標を掲げて先駆的な取組にチャレンジする都市を「環境モデル都市」として選定し、関係省庁が連携してその実現を支援することとしています。今般、「地球温暖化問題に関する懇談会（座長：奥田碩 トヨタ自動車株式会社取締役相談役）」の下に設けられた、「環境モデル都市・低炭素社会づくり分科会（座長：村上周三慶應義塾大学教授）」の助言を得て、平成20 年７月22 日付けで、環境モデル都市として、下記の６団体を選定することとしました。
On the purpose of showing concretely and comprehensibly the figure of the Low Carbon Society which is to be realized, the Japanese Government has been selected "Eco-Model Cities (EMCs)," which challenge the ambitious target of GHG emissions reduction and will encourage them to achieve the target.
6 cities below are to be selected as EMC on Jul. 22nd, 2008, on the basis of the advice from the Eco Model Cities and Low Carbon Committee (Chairperson: Pro. Shuzo Murakami, Keio University), which was established under the Council on Global Warming Issue (Chairperson: Mr. Hiroshi Okuda, Senior Advisor of Toyota Motor Cooperation).

また、いくつかの基準で課題があるもののアクションプランの策定過程で解決し、基準を満たし得る下記７団体を追加選定の候補（「環境モデル候補都市」）とし、アクションプランの検討状況を見つつ改めて選定を行うこととしました。
Addition to the 6 cities above, 7 cities were selected as the cities which have some problems to some extent which would be able to solved on the process of deciding Action Plan (the candidate for EMC).
The additional selection would be, regarding the planning process.
