　中谷総理大臣補佐官は、１１月２７日から１２月２日の日程で、スイス（ジュネーブ）及びフランス（パリ）を訪問したところ、概要は以下のとおりです。

１　スイス日程

　　　　

１　国連人権高等弁務官事務所主催「ビジネスと人権」セミナー

（１）　１１月２８日午前、中谷総理大臣補佐官は、フェルナンダ・ホペンハイム国連「ビジネスと人権」作業部会委員長と会談しました。
　中谷総理大臣補佐官から、「ビジネスと人権」分野における日本の取組について説明の上、本年９月に日本政府が策定・公表したガイドラインを手交しました。
　ホペンハイム委員長からは、日本政府のガイドライン策定はアジア初の取組であり、アジア地域を主導するイニシアチブに歓迎の意が示されました。

（２）　１１月２８日午後、中谷総理大臣補佐官は、国連人権高等弁務官事務所（ＯＨＣＨＲ）主催「ビジネスと人権」セミナーでステートメントを行い、日本政府がステークホルダーの協力を得て実施を進めている「ビジネスと人権」に関する行動計画や、本年９月に日本政府が策定したガイドラインなど、日本の取組について説明し、国際機関等を通じて各国における人権デュー・ディリジェンス導入等の支援も行っていく旨述べました。

２　国際機関関係者との意見交換

（１）　１１月２８日午後、中谷総理大臣補佐官は、ミリヤナ・スポルヤリッチ赤十字国際委員会（ＩＣＲＣ）総裁と会談しました。
　両者は、「ビジネスと人権」や紛争地におけるＩＣＲＣの活動の重要性について意見交換を行いました。
　また、両者は、日ＩＣＲＣ間の協力関係を一層強化し、深刻化・複雑化する人道危機に協調して対応していくことで一致しました。

（２）　１１月２８日午後、中谷総理大臣補佐官は、フィリッポ・グランディ国連難民高等弁務官と会談しました。
　両者は、ウクライナ及び周辺国やアジア、中東、アフリカ等を含む世界の難民・避難民への支援の重要性をについて意見交換しました。
　また、両者は、日ＵＮＨＣＲ間の協力関係を一層強化し、深刻化・複雑化する人道危機に協力して対応していくことで一致しました。

（３）　１１月２９日午前、中谷総理大臣補佐官は、ヴォルカー・ターク国連人権高等弁務官と会談しました。
　両者は、世界における人権の保護・促進に向けた取組等について意見交換を行いました。
　また、両者は、今後も日ＯＨＣＨＲ間で緊密に協力していくことで一致しました。

　　　　

３　在ジュネーブ国際機関邦人職員との意見交換

　１１月２８日昼、中谷総理大臣補佐官は、在ジュネーブ国際機関邦人職員と意見交換を行い、激励しました。

１　仏政府・議会関係者

（１）　１１月２９日夜、中谷総理大臣補佐官は、フロランス・コルモン仏欧州・外務省国連・国際機関・人権・仏語圏局次長と面会しました。
　両者は、両国における「ビジネスと人権」に関する取組、世界における人権の保護・促進に向けた取組やウクライナ情勢等について意見交換を行いました。
　また、両者は、今後も日仏間でより一層緊密に協力していくことで一致しました。

（２）　１１月３０日午前、中谷総理大臣補佐官は、エリック・ジャロン内務・海外領土省在仏外国人総局長と面会し、仏のウクライナ避難民や難民受け入れ政策について説明を受けました。

（３）　１１月３０日午後、中谷総理大臣補佐官は、アンヌ・ジュヌテ国民議会議員及びドゥニ・マセリア国民議会議員と面会しました。
　双方は、企業の人権デュー・ディリジェンスを促進していくための方法について意見交換を行いました。
　また、双方は、今後も日仏間の議員交流を活発に実施していく重要性を確認しました。

　　　　

２　ＯＥＣＤとの意見交換

　１１月３０日午後、中谷総理大臣補佐官は、マティアス・コーマンＯＥＣＤ事務総長と会談しました。
　両者は、企業の人権デュー・ディリジェンス促進やウクライナ情勢、グローバル・サウス諸国への支援等について意見交換を行いました。

　　　　

３　仏有識者との意見交換

　１２月１日午前、中谷総理大臣補佐官は、オリヴィエ・ド・フルーヴィル・パンテオン・アサス大学公法学教授と面会しました。
　両者は、世界における人権の保護・促進に向けた取組について意見交換を行いました。

　Mr. NAKATANI Gen, Special Advisor to the Prime Minister, visited Switzerland (Geneva) and France (Paris) from November 27 to December 2.

1　Switzerland

 

1　11th UN Forum on business and human rights

(1)　On the morning of 28 November, Mr Nakatani, Special Advisor to the Prime Minister, met with Ms Fernanda Hopenheim, Chairperson of the UN Working Group on Business and Human Rights.
　After explaining Japan's efforts in the field of 'Business and Human Rights', Mr Nakatani handed over the guideline formulated and published by the Japanese Government in September this year.
　Chairperson Hopenheim said that the Japanese Government's formulation of the guideline was the first initiative in Asia and welcomed the initiative to take the lead in the Asian region.

(2)　In the afternoon of 28 November, Mr Nakatani made a statement at the “11th UN Forum on business and human rights” organized by the Office of the United Nations High Commissioner for Human Rights (OHCHR), where he explained National Action Plan on Business and Human Rights, which the Government of Japan is promoting with the cooperation of stakeholders, and the guideline formulated by the Government of Japan in September this year. He also stated that Government of Japan would continue to provide various supports such as the introduction of human rights due diligence in other countries including through international organizations.

2　Exchanges of views with international organizations

(1)　On the afternoon of 28 November, Mr Nakatani met with Ms Mirjana Spoljaric Egge, President of the International Committee of the Red Cross (ICRC).
　They exchanged views on 'business and human rights' and the importance of the ICRC's activities in conflict zones.
　They also shared the view to further strengthen cooperation between the ICRC and Japan and to respond in a coordinated manner to the increasingly serious and complex humanitarian crises.

(2)　On the afternoon of 28 November, Mr Nakatani met with Mr Filippo Grandi, UN High Commissioner for Refugees.
　They exchanged views on the assistance to refugees and displaced persons in Ukraine and neighboring countries, as well as in Asia, the Middle East, Africa and other parts of the world.
　They also shared the view to further strengthen cooperation between Japan and the UNHCR and to respond in a coordinated manner to the humanitarian crises, which are becoming increasingly serious and complex.

(3)　On the morning of 29 November, Mr Nakatani met with Mr Volker Türk, UN High Commissioner for Human Rights.
　They exchanged views on efforts to protect and promote human rights in the world.
　They also shared the intention to continue close cooperation between OHCHR and Japan.

3　Exchange of views with Japanese officials of international organizations in Geneva

　On 28 November, at noon, Mr Nakatani exchanged views with Japanese officials of international organizations in Geneva and encouraged them.

2　France

 

1　French government officials and parliament members

(1)　In the evening of 29 November, Mr. Nakatani met with MsFlolence Cormon, Deputy Director General for United Nations and International Organizations of the Ministry of Europe and Foreign Affairs.
　They exchanged views on their efforts on 'Business and Human Rights', and on the protection and promotion of human rights around the world.
　They also shared the intention to continue to cooperate more closely between France and Japan.

(2)　On the morning of 30 November, Mr Nakatani met Mr Eric Jaron, Director General for Foreigners in France, Ministry of Home Affairs and Overseas Territories, and was briefed on France's policy on the acceptance of displaced persons from Ukraine and refugees.

(3)　In the afternoon of 30 November, Mr Nakatani met with members of the National Assembly, Ms Anne Genetet and Mr Denis Masséglia.
　They exchanged views on the promotion of human rights due diligence by companies.
　They also confirmed the importance of continuing to implement active exchange of parliamentarians between the two countries.

　　　　

2　Exchange of views with the OECD

　In the afternoon of 30 November, Mr Nakatani met with Mr Mathias Cormann, Secretary-General of OECD.
　They exchanged views on the promotion of human rights due diligence by companies, the situation in Ukraine and support for countries in the Global South.

3　Exchange of views with a French expert

　On the morning of 1 December, Mr Nakatani met with Mr Olivier de Frouville, Professor of Public Law at the University of Panthéon-Assas.
　They exchanged views on efforts to protect and promote human rights in the world.
