　中谷総理大臣補佐官は、７月１０日から７月１５日の日程で、英国（ロンドン）及びドイツ（ベルリン）を訪問したところ、概要は以下のとおりです。

１　英国政府・議会関係者

（１）　７月１１日午後、中谷総理大臣補佐官は、ヌスラット・ガーニーDBT閣外大臣（産業・投資安全担当）と会談しました。
　両者は、両国における「ビジネスと人権」に関する取組、世界における人権の保護・促進に向けた取組について意見交換を行いました。
　また、両者は、今後もＧ７貿易大臣会合などの機会を捉えて、日英間でより一層緊密に協力していくことで一致しました。

（２）　７月１１日午前、中谷総理大臣補佐官は、フレーヤ・ジャクソン外務・開発省多国間・人権局長と面会し、２０１５年現代奴隷法を始めとする英国の「ビジネスと人権」に関する取組や英国の人権外交政策について説明を受けました。

（３）　７月１１日午前、中谷総理大臣補佐官は、イアン・ダンカン・スミス議員と会談しました。
　両者は、世界における人権の保護・促進に向けた取組及び企業の人権デュ―・ディリジェンスを促進していくための取組について意見交換を行いました。
　また、両者は、今後も日英間の議員交流を積極的に実施していく重要性を確認しました。

２　産業界との意見交換

（１）　７月１１日午後、中谷総理大臣補佐官は、ジョナサン・ゲルダート英国経営者協会（ＩｏＤ）事務局長と、英国の「ビジネスと人権」に関する取組や企業の人権デュ―・ディリジェンスを促進していくための取組の在り方について意見交換を行いました。

（２）　７月１１日午後、中谷総理大臣補佐官は、英国駐在の日系企業関係者と意見交換を行いました。

　　　　

３　ウクラニアン・ウェルカム・センター訪問

　７月１１日午前、中谷総理大臣補佐官は、ウクライナ避難民が英国に到着し、定着し、繁栄していくための助言や支援を提供するウクラニアン・ウェルカム・センターを訪問しました。中谷総理大臣補佐官は、ケネス・ノヴァコフスキ司教及びアンドリィ・マルチェンコ所長の案内で、同施設やウクライナ避難民のための英語学習クラスの様子を視察しました。

１　独政府・議会関係者

（１）　７月１３日、中谷総理大臣補佐官は、ニルス・シュミット独連邦議会議員（ＳＰＤ）及びミカエル・ブラント独連邦議会議員（ＣＤＵ）とそれぞれ会談しました。
　両者は、両国における「ビジネスと人権」に関する取組、世界における人権の保護・促進に向けた取組やウクライナ情勢等について意見交換を行いました。
　また、シュミット議員及びブラント議員からは、７月１３日に発表されたドイツの中国戦略について説明がありました。
　両者は、今後も日独間の議員交流を活発に実施していく重要性を確認しました。

（２）　７月１２日、中谷総理大臣補佐官は、ドミニク・シュニヘルス経済・気候保護省担当局長と面会し、２０２３年１月に施行された独サプライチェーン・デューディリジェンス法を始めとするドイツの「ビジネスと人権」に関する取組について説明を受けました。

（３）　７月１３日、中谷総理大臣補佐官は、マーカス・ハース独外務省ビジネスと人権部次長と面会し、２０２３年１月に施行された独サプライチェーン・デューディリジェンス法を始めとするドイツの「ビジネスと人権」に関する取組やドイツの人権外交政策について説明を受けました。

　　　

２　産業界との意見交換

（１）　７月１３日午後、中谷総理大臣補佐官は、ヴォルフガング・ニーダーマルク独産業連盟（ＢＤＩ）執行委員会委員と、ドイツの「ビジネスと人権」に関する取組や企業の人権デュ―・ディリジェンスを促進していくための取組の在り方について意見交換を行いました。

（２）　７月１３日午後、中谷総理大臣補佐官は、ドイツ駐在の日系企業関係者と意見交換を行いました。

　　　　

３　独人権研究所との意見交換

　７月１３日午前、中谷総理大臣補佐官は、ミヒャエル・ヴィントフール独人権研究所副所長と面会しました。
　両者は、世界における人権の保護・促進に向けた取組及び企業の人権デュ―・ディリジェンスを促進していくための取組の在り方について意見交換を行いました。

　Mr. NAKATANI Gen, Special Advisor to the Prime Minister, visited the United Kingdom (London) and Germany (Berlin) from July 10 to 15.

1　United Kingdom

 

1　UK Government officials and Members of the British Parliament

(1)　On the afternoon of July 11, Mr. NAKATANI Gen, Special Advisor to the Prime Minister, met with Ms. Nusrat Ghani, DBT Minister of State for Industry, Investment and Security.
　They exchanged views on the efforts of both countries regarding "Business and Human Rights" and efforts to protect and promote human rights around the world.
　They also shared the view to cooperate more closely with each other in the future, taking advantage of opportunities such as the G7 Trade Ministerial Meeting.

(2)　On the morning of July 11, Mr. NAKATANI Gen met with Ms. Freya Jackson, Director of the Multilateral and Human Rights Bureau, the Foreign, Commonwealth & Development Office (FCDO) and was briefed on the UK's "Business and Human Rights" initiatives, including the Modern Slavery Act 2015, and the UK's human rights foreign policy.

(3)　On the morning of July 11, Special Advisor to the Prime Minister, Mr. NAKATANI Gen met with Mr. Ian Duncan Smith, Member of the British Parliament.
　They exchanged views on efforts to protect and promote human rights around the world and to promote corporate human rights due diligence.
　They also confirmed the importance of continuing to actively implement exchange of legislators between Japan and the UK.

2　Exchanges of Views with Industry

(1)　On the afternoon of July 11, Mr. NAKATANI Gen exchanged views with Mr. Jonathan Geldart, Secretary General of the Institute of Directors (IoD), on the UK's initiatives on "Business and Human Rights" and the way forward in promoting corporate human rights due diligence.

(2)　On the afternoon of July 11, Mr. NAKATANI Gen, Special Advisor to the Prime Minister, exchanged views with Japanese business representatives stationed in the UK.

3　Visit to Ukrainian Welcome Center

　On the morning of July 11, Mr. NAKATANI Gen visited the Ukrainian Welcome Center, which provides advice and assistance to displaced Ukrainian citizens to help them arrive, settle, and prosper in the UK. Accompanied by Bishop Kenneth Novakovski and Director Andriy Marchenko, Mr. NAKATANI observed the facility and the English language classes for Ukrainian displaced persons.

2　Germany

 

1　German Government officials and Members of the German Bundestag

(1)　On July 13, Mr NAKATANI Gen, Special Advisor to the Prime Minister met with Mr. Nils Schmidt, Member of the German Bundestag (SPD), and Mr. Michael Brandt, Member of the German Bundestag (CDU), respectively.
　They exchanged views on the initiatives on "Business and Human Rights" in both countries, efforts to protect and promote human rights around the world, and the situation in Ukraine.
　In addition, Mr. Schmidt and Mr. Brandt explained Germany's strategy for China, which was announced on July 13.
　They confirmed the importance of continuing active exchange of Diet members between Germany and Japan.

(2)　On July 12, Mr. NAKATANI Gen, Special Advisor to the Prime Minister, met with Mr. Dominique Schniherz, Director-General of the Federal Ministry of Economic Affairs and Climate Action, and received an explanation of Germany's "Business and Human Rights" initiatives, including the German Supply Chain Due Diligence Act that came into effect in January 2023.

(3)　On July 13, Mr. NAKATANI Gen, Special Advisor to the Prime Minister, met with Mr. Marcus Haas, Deputy Director for Business and Human Rights, the Federal Foreign Office, and was briefed on Germany's "Business and Human Rights" initiatives, including the German Supply Chain Due Diligence Act, which came into effect in January 2023, as well as on Germany's human rights foreign policy.

　　　

2　Exchanges of Views with Industry

(1)　On the afternoon of July 13, Mr. NAKATANI Gen, Special Advisor to the Prime Minister exchanged views with Wolfgang Niedermark, Member of the Executive Committee of the Federation of German Industries (BDI), on Germany's efforts regarding "Business and Human Rights" and the way in promoting corporate human rights due diligence.

(2)　On the afternoon of July 13, Mr. NAKATANI Gen, exchanged views with Japanese business representatives stationed in Germany.

3　Discussions with the German Institute for Human Rights

　On the morning of July 13, Mr. NAKATANI Gen, Special Advisor to the Prime Minister met with Mr. Michael Windfuhr, Deputy Director of the German Institute for Human Rights.
　They exchanged views on efforts to protect and promote human rights around the world, as well as on the way forward in promoting corporate human rights due diligence.
