The National Strategic Special Zones

The National Strategic Special Zones, which aim to enhance economic growth by implementing regulatory reforms, were established in 2013, and 10 areas are selected as the zones. Overall objective of this system is “to make Japan the best climate for doing business.”
In the above 10 areas designated by the national government, bold regulatory reforms and other measures such as tax incentives are comprehensively and intensively promoted for projects carried out jointly by the central government, local governments, and the private sector.
As of April 2020, over 100 reforms have been realized and over 350 projects are ongoing as a result of these regulatory reforms.

National Strategic Special Zones (Number of Regulatory Reforms)


Some examples of several special measures are shown as follows;

●Start-up visa
Foreigners who intend to found business activity are given certain special grace periods to fulfill their visa requirements. This scheme is expected to promote foreigners to start business much easily.

●Urban renaissance
Cooperating with local government, companies which intend to plan redevelopment project can get various kinds of permission and authorization for building skyscrapers or large apartments in a highly speedy and simplified way. This contributed to Tokyo to be an established international city.

●Remote medication counseling
Patients can get a remote medication counseling (generally it is prohibited in Japan) when they get a tele-medicine service. This measure mitigates the burden of both pharmacists and patients.

●Acquisition of farmland by private corporations
Not only certain eligible legal entities but also other sort of private corporations are able to acquire an ownership of farmland via local government when they fulfill certain requirements. This promotes private companies to enter into agri-business easily.

●Private Lodging
Not only traditional Inns and Hotels but also authorized private companies can provide an accommodation service to travelers (in particular foreigners) by utilizing all or a part of housing. This measure responds to large demands by tourists who hope to stay in urban residential areas.

●Building nurseries in urban parks
Building nurseries in urban parks were allowed in order to eliminate the waiting list for nurseries. Though it was originally introduced only into the National Strategic Special Zones, now this measure is available nationwide.

●Regenerative medicine
In general, taking blood for the purpose of producing cells for testing is legally prohibited. As a result of regulatory reform, an authorized firm is able to produce iPS cells derived from patient blood samples. This measure facilitates the field of regenerative medicine.

About "Super City Initiative"

Japanese Government has challenged the "Super City Initiative" since Octorber 2018, which aims to showcase a better society and a lifestyle to be realized after the fourth industrial revolution.

The basic Super City concept is as follows:
1. Not a single but several fields of life solution services should be implemented.

2. It must include the implementation of the leading-edge technologies which work for actual use beyond their temporary demonstration.

3. It must reflect the viewpoints of living people and should be welcomed by residents directly.
